STIRLING L. WILLIAMSON
CHAIRMAN & CHIEF EXECUTIVE OFFICER
Stirling L. Williamson, Jr. received a Bachelor of Science in Civil Engineering from the Virginia Military Institute in 1958. He served in the United States Army Corps of Engineers and completed active duty in 1961 as a First Lieutenant. Later that same year he joined S. L. Williamson Co., Inc. and served as its Vice President for the next ten years. In 1971, upon the death of his father, Stirling L. Williamson, Sr. who founded the company in 1949 and who was also a graduate of the Virginia Military Institute, Stirling Jr. was elected President. He served in this capacity until 2002 when his daughter, Blair K. Williamson, took over as President. Stirling has served as a member of the Board of Directors and/or officer of a number of businesses and organizations including the Virginia Asphalt Association, Virginia Road & Transportation Builders Association, Virginia Assurances Company, Jefferson National Bank, Anthem Blue Cross & Blue Shield of Virginia, UVA Health Services Foundation, UVA Kidney Stone Foundation, UVA Ambulatory Surgery, Planned Parenthood and Tandem Friends School.
BLAIR K. WILLIAMSON

Blair K. Williamson, President, received a Professional Degree in Architecture from Virginia Tech in 1988. She practiced architecture with Steele and Associates Architects in Richmond from 1988 until 1992 and became a Licensed Architect in the Commonwealth of Virginia. In 1992 she joined S. L. Williamson Co., Inc. She was elected Vice President in 1995 and in 2003 she was elected President, the position she now holds. She is a Board member and President of the Virginia Asphalt Association, Board Member and Past President of the Old Dominion Highway Contractors Association, Board Member of Virginia Assurance Company, current industry representative of the Joint Industry/VDOT Coop Committee, Board member of the Emily Couric Leadership Foundation, Board Member of Planned Parenthood Health Systems, past Board Member and Vice President of the Associated General Contractors, past Board Member of Virginia Road & Transportation Builders Association and past Board Member of Tandem Friends School. In addition, she is also active in the Central Virginia Partnership for Economic Development, and Charlottesville-Albemarle SPCA.
LARRY E. (JUNIOR) EPPARD
EXECUTIVE VICE PRESIDENT
In the nearly twenty years of work at General Excavation, Inc., Junior started at the bottom as a laborer and worked his way up through the company performing nearly every job in the field along the way. He is exceptionally skilled at managing large projects with lots of moving pieces and building not only successful projects, but also a cohesive team along the way. Junior has managed construction projects all over the State of Virginia ranging from small bridges and road repairs to complicated Airport projects and road relocations in urban areas. Junior came to SLWCO in 2007 and was elected Vice President in 2009. He currently manages the daily operations of all the field crews.
ETHAN HENSLEY
VICE PRESIDENT
Ethan Hensley received a Bachelor of Arts in Civil Engineering at Liberty University, and was a former Project Engineer for Branch Highways for more than 4 years. Since 2016, Ethan has been an experienced Project Manager here at S.L.Williamson Co.,overseeing day-to-day operations of paving construction projects ensuring projects are completed safely, on schedule and within budget.
SHAWN L. MOONEY
ESTIMATOR
Shawn L. Mooney received a Bachelor of Arts from Randolph Macon College in 1970 and a Master of Arts in English from the University of Virginia in 1972. He was a school teacher at William Monroe High School in Greene County, VA and summer employee of S. L. Williamson Co., Inc. from 1970 until 1973, at which time he joined the Company as an Estimator. He was elected Vice President in 1977 and Executive Vice President in 1995.
DEMING MASSIE
SUPERINTENDENT OF PLANT OPERATIONS
Deming Massie is a native of Lynchburg, VA. He worked in the concrete production business before serving in the United States Air Force from 2002 to 2005 active duty and 2005-2009 reserves. He began working at S. L. Williamson Co., Inc. in 2005 and was promoted to Superintendent of Plant Operations in 2009. In this position he oversees the operation, personnel and maintenance of the three asphalt production plants owned and operated by the Company.
ANDREW OWEN
PROJECT MANAGER
Andrew Owen received a Bachelor of Science in Kinesiology in 2001 at James Madison University and a Master of Science in Facility Management in 2003 at James Madison University, where he was also the JMU Dukes Football Captain. Andrew has more than 16 years experience in the construction industry administering the full life cycle of construction projects. Prior to joining S. L. Williamson Co., Inc., Andrew was the Project Manager for Metro Earthworks and Rappahanock Construction Company, overseeing large, design build projects, military housing, Army Corps of Engineers, renovations, and private projects valued over $30M. As a Project Manager at S.L. Williamson since 2012, he oversees estimating, budgeting, S.L. Williamson Co. Safety and project management of large commercial projects and special projects — including Addaset and Addastone.
